Obituary for Hubert (Hugh) H. Sowers, Jr.

Captain, Medical Service Corps, U.S. Navy, Retired (October 30, 1930 – October 19, 2019)
Captain Sowers was born in Lincoln County, Oregon. He enlisted in the Navy in 1949 and completed Recruit Training and Hospital Corps School at San Diego, California. He served as a Hospital Corpsman in a variety of assignments, include two tours with First Marine Air Wing, FMF, in Korea during the conflict there. In 1957, he completed the Medical Administrative Technique course at Naval Hospital, Portsmouth, Virginia.
In 1957, he was commissioned Ensign, Medical Service Corps, and attended the Officer Indoctrination Course at Newport, Rhode Island. He served at Naval Hospital Portsmouth, Virginia; Base Dispensary, Marine Corps Base. Camp Lejeune, North Carolina; Naval School of Hospital Administration (student), Bethesda, Maryland; Naval Hospital, Oakland, California; Dispensary, Marine Corps Air Station, Kaneohe Bay, Hawaii (with additional duty to First Marine Brigade, FMF); Naval District Washington, Washington, D.C. (to attend The George Washington University); Naval Hospital Bethesda, Maryland (to complete an administrative residence); and Naval Hospital, Chelsea, Massachusetts.
He served as Administative Officer, Naval Hospital, Portsmouth, New Hampshire (1971-73); as Executive Officer, Naval Regional Medical Center, Newport, Rhode Island (1973-75); as Director of Administrative Services, Naval Regional Medical Center, Oakland, California (1975-79); as Director, Health Benefits Division, Bureau of Medicine and Surgery, Department of the Navy, Washington, D.C. (1979-82); as Director of Administrative Services, National Naval Medical Center, Bethesda, Maryland (July-August, 1982) as Director of Hospital Administration Naval Hospital (established), Bethesda, Maryland (1982-83); as Deputy Commander/Chief of Staff, Naval Medical Command National Capital Region, Bethesda, Maryland (1983-84) as Commanding Officer, Naval Hospital, Great Lakes, Illinois (1984-86); and as Commanding Officer, Naval Medical Clinic (established), San Francisco, California (1986-88). Captain Sowers retired in 1988 after completing thirty-nine years of active naval service.
Captain Sowers graduated from the Naval School of Hospital Administration, Bethesda, Maryland in 1963; received his B.B.A. from the University of Hawaii in 1968; and his M.B.A. (Health Care Administration) from The George Washington University in 1970. He served as a preceptor for administrative residents or interns from The George Washington University, U.S. Army-Baylor University, and Golden Gate University graduate programs in health care administration.
He is a life member of the American Hospital Association, Federal Health Care Executives Institute Alumni Association, Fleet Reserve Association, Military Officers Association of America, Navy League of the United States, and member of The George Washington University Alumni Association for Health Services and Management Policy.
Captain Sowers’ decorations and medals include the Meritorious Service Medal with two Gold Stars, Navy Commendation Medal with Combat “V”, Navy Unit Commendation, Navy Good Conduct Medal with one Bronze Star, National Defense Service Medal with one Bronze Star, Korean Service Medal with Marine Corps Insignia and three Bronze Stars, Korean Defense Service Medal, Korean Presidential Unit Citation, United Nations Service Medal, and Korean War Service Medal.
His wife Leonore, whom he married in 1955, died in 1993. They had two children, Wayne and Becky. Graveside services will be held Wednesday, Oct. 30th at 11:00 at Willamette National Cemetery.
